Just for the formality of it, you might also want to prepare and sign a lease.  This is just to make sure that all of you housemates are protected by the right that the lease you signed could provide you.  This would also serve as the list of rules that you would have to follow while you are living together.

After a few months of living together, you might want to run an evaluation.  You should do this to determine if all of you housemates are happy with the living arrangements.  You could also do this to see if there are areas that you would have to improve on and or remove or replace.

But still, even if your land lord or land lady was not even the least bit sympathetic to you and your predicament, you can then proceed to seeking the help of other people who are considered as authorities in this type of situation.  You can take to the housing officials and ask for their advice.

Another good and truthful thing to do is to take to your roommate about the problems that you currently have.  For this confrontation, it would be better if you could use the office of the land lord or the land lady.  You can even do this over cups of coffee.  Who knows, you might even be able to settle the matter without having to force each other to leave the apartment and look for another.  You must remember that a good talk should always be one of the options when it comes to settling scores.

But if worse comes to worst and the talk and confrontation that you have had still did not do the trick, then you would just have to request him or her to leave the flat or pad and look for another.  If all things came up to this, you should expect him or her to resist your attempt to kick them out.  You should expect that he or she will not give up their place and right in your pad without a good fight.  When this happens, just make sure that you do not get stirred up no matter what he or she does to you.

However, looking for roommates is really not that easy.  And a lot worse than that is the fact that it is far more difficult to find a roommate that you can trust and can go along nicely with and who you can be comfortable with.  And if it is that hard to find a roommate, then what would happen to your plans of spending less and saving more, nothing.  You would not be able to save more because you will surely be spending less.

One of the things that you could do to attract more candidates and potential roommates is to lower the cost of the rent of the roommate that you want to be rented.  This way, many people would consider your room offering and might even be talked into renting with you.  Of course, lowering the rent would mean that you would still have to pay the amount that you subtracted from the actual rent, but that is far better that paying the full rent all by yourself, and you would not be lowering it in crazy amounts; just 50 or 25 bucks would do.

If you do not want to lower the rent, then you could just offer a free use of one utility.  Let us say for example that you ask your roommate to pay for his or her own electric bill, then you could offer to pay his or her water bill, but the rent of the room will be the same.  Doing this would also attract potential roommates.

If you have any spare furniture in your attic that you do not have any use of, you could also throw this together in the package to make renting with you more attractive and appealing.  You could also combine this with the free use of one utility or the discount in the cost of the rent.

Another is that you could waive the usual deposits when renting.  Many land lords and land ladies ask for down payments and deposits, but what are deposits really for?  There is a use for the down payment, because that would serve as a reservation on the room that he or she is renting, but you can just waive the deposits because you have no real use for it.

Talking is also a nice way of reaching out to each other and working out the differences and the issues that you have.  With talking, you would be able to settle many scores instead of harbouring them.  You could also get to know each other by talking and exchanging stories and ideas, which could pave the way so you could bond further and forge this bond stronger.

However, when you are talking and sharing ideas, you must remember that the person you are talking to is raised in different set of culture and norms and that you might have clashing and contradicting beliefs about many things.  When this happens, you must remember to keep an open mind, so as to not create any heated arguments and that you would not fight over with your beliefs.

Another thing that you could do, and this is the most basic of all things that you could to be able to be friends with your roommate is to respect him or her.  You must respect the fact that he came from a different town with different cultures and norms, and that he or she has different beliefs.  Instead of mocking him or laughing at him or her, you could just learn to respect their ideas and you will surely get the same respect in return.

Also, make sure that you are being a good roommate; you should pay the half of your rent in time and be wary of his schedule and activities in the university.
